In my case, I believe that we should have a cron job/systemd timer that updates the chroot each week and that cron job could create the chroots on its first invocation. What chroots are created should be dictated by configuration files in a .d directory. So that a package can ship additional configuration files and possibly also tweak the parameters of the standard Debian chroots that you will include by default.
