https://github.com/facebook/zstd/releases has a new release (1.2.0), sporting Multi-Threading support directly in zstd (instead of just via pzst), making it worth bugging you about it for a moment *cough* :) The code present there can also far either be dpkg-buildpackaged on older Debian & Ubuntu versions, making this a very selfish ask ...
