Bug#862788: git-buildpackage: import-orig should not normally allow importing an older version

git-buildpackage import-orig allows you to import original tarballs in
any order. You can import version 4.0 and then import version 3.1. I
believe that will break things badly and should not be allowed or at
least not allowed unless the user explicitly asks for breaking the
normal ascending version order.
