Justification: fails to build from source

radlib is formally unbuildable on a few non-release architectures due
to claiming a build dependency on libc6.  On the platforms on which
this package exists (most Linux architectures), it is part of the base
system and unnecessary to list explicitly.  However, for historical
reasons, we instead have libc6.1 on alpha, libc0.3 on hurd-i386, and
libc0.1 on kfreebsd-*.

Could you please take a look?
