For the record (since some of above references posts from me), I 
consider it a *bad* *workaround* to make fontconfig skip certain types 
of fonts.
        
In my opinion, Debian should...

  * install fonts below /usr/share/fonts no matter their format
  * have fontconfig discover all possible formats
  * treat as bugs in consumers of fontconfig if they choke on
    (properly formatted but) too rich data received from fontconfig

Therefore, in my opinion, the issue reported here should be reassigned 
to texlive-xetex and *not* papered over by limiting fontconfig.

I believe the Debian font team in general agree with my view on that.
