They are "optional" in the sense that the package will still work.  I
don't remember if dpkg just computes it on the fly now or just creates
an empty md5sums file.  Anyway, they are useful for detecting corruption
(e.g. via dpkg --verify or debsums)

There is a lintian check for it, but it is a "I:" tag, so you won't see
it unless you run lintian with --display-info.
