Thanks James for attempting to reproduce it!

I observed this issue after a fresh install (using Debian-Live "SugarBlend") 
which, apart from a workaround for Browse, is vanilla Sugar on Stretch.

I downloaded with Browse an activity to the Journal, then attempted to launch 
it, but it is not installed or started.

Note that sugar-install-bundle does install correctly (I copy from Journal to 
Documents folder beforehand).
