Bug#858808: please include mc-4.8.19 in Stretch release (4.8.18 is broken)

In a new installation with no previously saved settings rather than an upgrade, 
upstream bug 3758 is not apparent.

However, after update from <4.8.18 to 4.8.18, the "default configuration" is to 
use the previously saved settings, which is why bug 3758 "fubar long file 
listing in right pane" manifests. That valid saved setting is improperly applied 
*every* time mc is started, not just on a first use. That's a lot of bad starts 
for a distro release destined for 5 years of support.
