The typical reason for the 413 status is because the httpd is configured to limit the size of the response body, and the DAV response is exceeding that. In those cases, the fix is to change the httpd's configuration to allow larger responses. That does not describe your bug. It is at most important since it requires the user to be interacting with a broken proxy and it has a simple workaround.
