In that case, I would recommend uploading it again and pointing out to
the FTP Masters that recent PHP License changes (version 3.01,
specifically) put PHP Group software on the same level as PHP with
respect to licensing issues (of course you should also work to get the
license updated).

I've been facilitating a discussion on this for months at debian-legal,
but my repeated efforts to get the FTP Masters to either change their
policy or tell us why they won't has been fruitless.
