Upong recording the date rate when a file is transferring, it has been obeserved that the limit given of say 200 Kbps is not respected at the begging of the transfer. that the bit rate specified in the command is not respected. The rate overshoots up to 10 times more than the rate specified. As an exam- ple we have specified the rate of 200 Kpbs but saw peaks of 2.3 Mpbs. This has been reproduced with various file sizes. The transfer seems to also halt for few seconds when a peak happens and then resumes. Approximately 20s after the transferring the rate is smooth.
