Previously, I had libmpeg2-3 installed, but no -dev package. I tried to install libmpeg2-4-dev. libmpeg2-3 was to be installed as a dependency. However, while unpacking, it complained that /usr/lib/libmpeg2.so.0.0.0 could not be overridden. I don't know enough about dpkg internals to decipher this, but it looks like a bug to me.
