So, this is actually a bug in Jessie's systemd and not to do with the name of the setting: https://github.com/systemd/systemd/pull/896 It was "working" for you because by renaming it, you were actually _disabling_ that setting and thus not hitting that codepath. We can work around it, however by not trying to create this directory twice via RuntimeDirectory and tmpfile.d. Pending upload.
