Bug#823790: mate-applets: Weather Report spams screen with notifications

Changing update time from 1m to 5m has made it happen roughly once per 
10 minutes, more common than when it happens at a 1m refresh and an 10m 
refresh.

I plan to look further into this issue on Sunday.
