Bug#855706: gnunet-gtk: Namestore plugins are in the -dev package

Hi,

Since this bug has a major effect on the use of gnunet-gtk (all the plugins 
don't work without gnunet-gtk-dev), I am updating the severity to important, 
and I will try to
fix this for stretch.
