Same behavior is observed with my XBOX 360 Wired Controllers. I have tested them with jstest and I have checked if the xpad module is being loaded, but they are not listed under Kodi's 'Peripherals' settings. It's highly likely that 'kodi-peripheral-joystick' (https://github.com/pcuttle/peripheral.joystick) needs to be built and packaged for Debian.
