Yes, the bad CSS appears to be fixed (checked by uninstalling and re-installing xfce4-notifyd). I don't know whether the "org.ally.Bus name" problem has been fixed or not: I couldn't reproduce that one.
Note that my patch was designed to only fix the CSS problem (my emails to this bug arrived out of order). I suspect that bug #838722 is the same problem; if so, it should also be fixed now.
