I started bleachbit as root on first execute and could not execute as user after. I deleted the .ini file in user/.config, uninstalled the whole package, re-installed the package, and first executed as user, not root. bleachbit then opened normally both as user and as root. It seems the policy sets root access only when executed as root first.
