First of all, you need to remove/rename /etc/texdoctk/texdocrc if it is there (there's a bug in tetex-base that it's not created when installing from scratch instead of upgrading). Well, except that all I had to do was setup my sid chroot so that I can open an X window (if there's no display, it fails earlier and cleanly).
