Bug#854566: fai-server: fai-make-nfsroot have to create $NFSROOT/dev/pts if it not exists

I cannot reproduce this bug using debootstrap 1.0.87. /dev/pts is
created by debootstrap and not by FAI.

Please check if this is related to #817236.
