Forgive me, I am pretty sure I had purged that experimental version
last time and had installed the one in testing. This was a testing
upgrade from -2 to -3

└─[$] apt-cache policy libsane-common
libsane-common:
  Installed: 1.0.25-3
  Candidate: 1.0.25-3
  Version table:
     1.0.26~git20151121-1 1
          1 http://httpredir.debian.org/debian experimental/main amd64 Packages
          1 http://httpredir.debian.org/debian experimental/main i386 Packages
 *** 1.0.25-3 600
        600 http://httpredir.debian.org/debian stretch/main amd64 Packages
        600 http://httpredir.debian.org/debian stretch/main i386 Packages
          1 http://httpredir.debian.org/debian unstable/main amd64 Packages
          1 http://httpredir.debian.org/debian unstable/main i386 Packages

I re-purged the package and all its dependencies and then re-installed them

$ sudo aptitude install libsane-common libsane libksane0 sane-utils
xsane=0.999-5 simple-scan hplip libsane-perl sane colord
gnome-color-manager gnome-control-center printer-driver-postscript-hp
ksaneplugin gscan2pdf gnome gnome-core hplip-data libfont-ttf-perl
libgtk2-ex-podviewer-perl libgtk2-ex-simple-list-perl libpdf-api2-perl
libsane-hpaio xsane-common=0.999-5  -y

With the exception of xsane which I got from sid the rest were all
from testing. And this time adequate didn't report any obsolete
conffile so it's definitely something that was left over either from
the last purge or a downgrade (if I did that.)

Sorry for creating extra work.
