Chrony 3.0 introduced interleaved modes which provides better accuracy 
over the basic modes by timestamping in the driver (SW timestamping) or 
in the hardware (HW timestamping) rather than in the application layer 
code. 
However, when this feature is used with the smoothing process (allowing 
clients to keep their clocks close to the server even when large offset 
or frequency corrections are applied to the server’s clock), the 
server's transmit timestamp doesn’t include the time smoothing offset 
causing less accurate timestamps… which is precisely what the 
interleaved mode should prevent.
