It was easy to overlook that these are not the same issue because of the exact same command in cloud-init failing, because I didn't have "net-base" installed (because the original reporter got the package name wrong) and because I experienced the issue around the same time the bug was opened. For that mistake, I apologize. In what possible way would such an error not be a bug? Can you clarify what you mean with an example? Surely even if netstat is being called before the interface is ready (which is the only other possibility I can imagine causing this right now), shouldn't that be an expected possibility by the code and handled gracefully.
