Certainly.

After 'apt-get source kdeutils', sdd:

DEB_CONFIGURE_EXTRA_FLAGS := --without-xmms

to debian/rules. You can then remove xmms-dev from the Build-Depends in 
debian/control, and build the package, though first you might want to edit 
debian/changelog so that your locally rebuilt package has a higher version 
number that the Sid package, or do something like:

echo "superkaramba hold" | dpkg --set-selections

to prevent the package from being upgraded automatically by apt-get, 
aptitude, etc.
