Hello,

sane-backends changelog says:
  * Drop package libsane-bin binary package (Closes: #820964):
    - Remove libsane-bin binary package section, remove it from
reverse dependencies of other packages in debian/control.
    - Remove debian/libsane-bin.*.
    - New debian/NEWS.Debian.

I read this as /usr/share/doc/libsane-dev/changelog.Debian.gz and opened
/usr/share/doc/libsane-dev/NEWS.Debian.gz where I found this:

-----------------------------------------------------
sane-backends (1.0.24-14) unstable; urgency=medium

Starting with this release sane-config are moved to
  the new package libsane-bin.

-----------------------------------------------------

Took me some time to find the error in my ways after that. ;-)

Please simply drop debian/libsane-dev.NEWS from the source package as
the info is outdated. Generally using different NEWS files from for
different binary packages built from one source package is not something
I would recommend because apt-listchanges does not properly support this.

Thanks, cu Andreas
