I was indeed not aware of that configuration option, probably because I wouldn't dare to use it. But that's probably because I personally rely a lot on Recommends and Suggest to keep packages installed. :-) But you're right: The default you're regularily annoyed about (and I'm fine with :-) seems to be able to be changed. So thanks for pointing out the all the missing documentation details in your recent bug reports — and sorry for not being able to point you to what might have helped you in the first place. I'll go over those documentation bug reports in some calm hours, but probably not before the Stretch release.
