I believe this is a bug in libxml2, rather than it the dcgui-qt package that it was reported against. A search for libxml2 API docs on the web turns up pages that show UTF8Toisolat1() is allowed to return 0, -1, or -2; if the new version is returning other values, this is both inconsistent with the API docs and (it seems) an ABI regression compared with previous versions of the lib.
