Dear Maintainer, here are my answers to the following questions

   * What led up to the situation?
Noticed similiar behaviour of this package in other distros. 
The latest package usually builds just fine from the upstream source by the 
default procedure of configure , make sudo make install with  no additional 
flags (though not tested on this particular install)
   * What exactly did you do (or not do) that was effective (or ineffective)?
Cleanest fresh install of Debian Testing w/o DE, just standard utilities. only 
xorg and wmaker installed on top
      * What was the outcome of this action?
resulted error states Could not execute command: exec 
/usr/local/GNUStep/Applications/WPrefs.app/Wprefs
   * What outcome did you expect instead?
It should've opened the exact same window as the top-right icon in dock (which 
states its path as /usr/bin/WPrefs)
