Worse, this bug occurs even when CVSROOT is not set:

dixsept:~/software/rox> cvs log rox/README
cvs log: No CVSROOT specified!  Please use the `-d' option
cvs [log aborted]: or set the CVSROOT environment variable.

This means that one would need to create a dummy CVS repository
to make this work.
