If we started filing RC bugs against every package in Debian now which somehow violates the policy, we'd probably end up removing half of the packages from the archive from testing. And if you really think that this bug warrants a removal of the package from testing and therefore not releasing it with Stretch, why aren't you providing a patch to resolve the issue? The version of this package in Debian hasn't changed since 2012 and popcon claims, there are 733 reported users of this package. I don't think we should take this package away from these users for Stretch just because it doesn't fully adhere to the Debian Policy. There is neither a security problem nor any potential loss of data, the package is simply not 100% compliant with the Debian Policy which I don't think is an actual problem for anyone using the package given the fact that it took four years since the last upload for someone to detect the problem and file a bug report.
