how strange, as the code from a9219384 explicitly tests this:

            (status, output) = run(["dpkg-query", "-f", "${Version}\n", "-W", 
"apt"], ignore_errors=True)
            apt_can_install_debs = LooseVersion(output.strip()) >= 
LooseVersion("1.1")
