libgetopt++ has a release-critical bug which appears to be gcc detecting
a long-standing logic error. Its last maintainer upload was in 2009
and it has subsequently been removed from testing several times.

I can't find an upstream; its documentation refers to being maintained
in either CVS (README) or Arch (debian/copyright), which suggests that
it may not have been actively maintained since those VCSs were the state
of the art.

I think we should consider removing this package from Debian so people
don't spend more time on NMUing it. config-manager would need to be
removed too (#851301).
