Yes. The mime-type thing is useful for many applications, but making it the sole source of choice is too restrictive. By way of example: it would be stupid for 'Vi' to register itself as being able to cope with HTML, but HTML is a text-based format and it's fairly natural for someone to want to open a HTML link in Vi, to examine it. If opening a link in an arbitrary application could optionally register it as able to handle that mime-type or file extension, that might be particularly useful.
