NOTE: this applies to python-csvkit as well as python3-csvkit

The upstream github repository for csvkit includes documentation for the
included command-line tools as well as tutorials and examples of how to
use csvkit.

None of this is present in the debian packages python-csvkit or
python3-csvkit.

the csvkit tools don't even have '-h' or '--help' options, making
documentation even more important.


The documentation on github is in ReStructured Text (.rst) format.  This
is easily converted with tools like pandoc or python-docutils into man
pages, html pages, pdf, epub, and several other formats.

This conversion should be done during the package build, in the
debian/rules makefile, with the output placed in the correct location.
This would require a build-depends on the tool used (pandoc, docutils,
etc).
