Bug#850532: IO charset ascii not found when boot from fat disk partition

After kernel with 4.7.0 update, then kernel config change the
FAT_DEFAULT_IOCHARSET to "ascii"(Closes: #833238),
but live hooks lack of the nls_ascii when generate initramfs.
