Indeed, and that's how I had already locally fixed your other report (#849081), by always setting SOURCE_DATE_EPOCH in dpkg-buildpackage, dpkg-source and Dpkg::Source::Archive. :) I think I'll just merge these bug reports, as they are about the same underlying issue.
