Bug#849047: libspice-client-glib-2.0-8: Depend on gstreamer bad-videoparsers on Ubuntu

On Ubuntu, the h264parse gstreamer plugin was moved to
gstreamer1.0-plugins-bad-videoparsers.

I am attaching a patch to depend on this instead of -bad on Ubuntu.

What do you think of the dh7 style rules? I find them a lot easier to
work with so I'm including a patch to convert the packaging to that.
