That sounds like a kernel issue. Is this problem reproducible?
If so, could you boot with "systemd.log_level=debug systemd.debug-shell"
on the kernel command line [1], and on shutdown, make a screenshot.

Is the debug shell on ALT+F9 accessible? If so, that will give you an
opportunity to inspect the system.
The ouput of systemctl list-jobs and pstree would be helpful.
