This is the case for all packages, not only for rt2500-source. The documentation is always there on Debian (not only on Debian), and it is written in almost all (un)official manuals.

I would suggest adding
an INSTALL.Debian file to the source directory
that refers to the /usr/share/doc documentation
as a minimum.

I may do that, however I can't upload rt2500 packages for a while as there is already a new version in the NEW queue.

Another alternative would
be changing the makefile so that
make install

would print a message.

Well that's not possible, as this is used during the build of the module.
