Bug#848223: cups-browsed: IPP printer disappears after logrotate is run

I have fixed the problem (at least I hope so) in the upstream BZR 
repository of cups-filters (rev 7580, only file util/cups-browsed.c 
needed a change).

If possible, please test.
If you are not familiar with working with source code, please tell me 
and I will do the 1.13.1 release so that Didier can package it.
