I am able to reproduce the behavior you experienced, by hitting
[Ctrl+d].
What happens is that apt-listbugs receives a Nil answer for its prompt
and fails, when it attempts to convert the answer to lower case...
I think I know how to fix this bug.
What would you expect apt-listbugs to do, when you hit [Ctrl+d] at that
prompt? Exit and immediately stop the APT installation?

Mmmmh, it seems that, in your case, apt-listbugs exited with non-zero
status.
On the other hand, when I reproduced the issue, I got a 0 exit status.
This is weird...
