New upstream releases for arping have been available for a while. The newest version available is 2.17. I guess nobody noticed because using the package's debian/watch file failed with an unknown error, according to the PTS. I don't know where to report that, though. 2.17 fixes several bugs, including the inaccurate roundtrip times.
