The problem with this suggestion is that the packaging guides and
references explicitly say not to use debconf if there is a sane default.
There is definitely a sane default for hdparm - do nothing.  That is
exactly what is done on install.

I'm sorry, I'm not trying to be argumentative, but what exactly is the
hardship involved with setting a symlink?  Especially as how to do it is
laid out for you in a README?  If the documentation is unclear, I am
happy to try and fix it with your assistance.  If you feel it is just
inelegant, then I am afraid I agree, but see no better way.
