What part of the s390-ccw image is non-free? >From what I can tell, s390-ccw.img is built entirely from the source in pc-bios/s390-ccw/, which all looks GPLv2+. I imagine it's just shipped pre-compiled to avoid needing an s390 cross-toolchain...
It may not be good practice to just include the precompiled image, but given the source is already in the Debian qemu source package it's not a DFSG violation.
