Package: hexchat-plugins

The hexchat sysinfo plugin can lookup the proper names of PCI IDs but
only if the pci.ids file is installed via the hwdata package. The
hwdata package only symlinks to the copy in the pciutils package
though. debian/rules could override the default path but the old
path will be still be listed in user configuration files.

So, I think hexchat-plugins should recommend the hwdata package.
