No, I'm pretty sure Holger meant to have them in DEBUILD_DPKG_BUILDPACKAGE_OPTS. From dpkg-buildpackage(1) -i, --diff-ignore[=regex] -I, --tar-ignore[=pattern] … Passed unchanged to dpkg-source. See its manual page.
