I do not think that this bug should have a severity of serious

I think it should be serious for these reasons:

I was surprised that the blacklist stuff wasn't tested properly.

I was unhappy to see that Perl language features were not used correctly.

needrestart is a sysadmin tool. The audience is highly technical and
has high attention to detail. False positives in a tool like this can
cumulatively waste thousands of hours of time of one of the more
important classes of Debian users. I think this is a big problem.
