As per #844258, src:golang-defaults as of 2:1.7~2 no longer provides
the "golang", "golang-go", and "golang-src" binary packages for s390x.

Go upstream currently only supports z196+, but Debian still supports
the older z10, so building Go packages for s390x with the official Go
compiler is not something we can reliably do in Debian right now.

I wasn't sure how to note in the subject that "golang-any" should
still support s390x, since it's a metapackage which Depends on
"golang-go | gccgo-6" (and "gccgo-6" does support z10, so is
sufficient for supporting Go+s390x+Debian for now, and is what we were
using successfully before s390x was over-optimistically added to
"golang-go").
