libvirt-bin is still referred to in many places, for example in openstack devstack. The replacement -clients and -daemon-system packages are not yet available in the latest ubuntu LTS. This leads to some inconvinient "if ubuntu then else if debian newer than then" checks if we want to support both. An extra dummy package doesn't really add much overhead to our archive.
