This warning should be harmless.

Cpufrequtils doesn't create the directory.
The fact that no /sys/devicese/system/cpu/cpu0/cpufreq directory exists,
is because the kernel doesn't load any CPU driver for your machine.

Could you please check the kernel log (with "dmesg") and post it here?

Also, the output of "cat /proc/cpuinfo" would be helpful.
